The link is actually http://www.waterfrontmovie.com/ and it's a documentary.  ttc473 does not know how to find the right info becuz they live in a fantasy world where everything is spelled out so that the goats can get to it.. and it requires little intelligence.  The original poster may have simply posted an older link.

15,000 people in the town of Highlandpark, MI have been without water for a long while.  City hired consultants to get people to pay their bill and paid them over $1 million.  Citizens bills were charged from $2000 to $4000 if the could not pay their current bill.  They were being thrown out of their property, children taken away from parents, etc.

This was exposed at the NCRC, National Coalition for Reinvestment for Community conference which was last week 12<ar09.  Liz Miller, Producer for the film won an award from the organization.  The Film is called "The Water Front."  Visit www.forwaterfromthemovie.org.
