15,000 people in the town of Highlandpark, MI have been without water for a long while. City hired consultants to get people to pay their bill and paid them over $1 million. Citizens bills were charged from $2000 to $4000 if the could not pay their current bill. They were being thrown out of their property, children taken away from parents, etc.
