I do not believe that the Afro-American people need a host for a radio talk show that can only express sporadic 1-2 minute exchanges with listeners in regards to a wide range of issues that is then immediately followed by 3-5 minutes of corporate advertisement.

The Congressional corruption in having forced DC for the past 75 years to be the only major city in this entire world that does not use a meter to equitably compute local taxicab fares as well as serve as a reliable means to record and tax the income of DC taxicab companies and drivers is only one example of politricks.("The Taxicab Rider" Washington Post editorial 11/13/71)
An exercise of simple research skills will allow you to obtain copy of the initial and still standing government decision that listed 20 reasons to deny the zone system to replace the use of meters in DC taxicabs. (PUC order no. 956 11/6/31) The fourth and fifth reasons of PUC order no. 956 state clearly that the zone system was found to be providing, "discriminative service." The ninth reason states, "Proper accounting records cannot be obtained through the use of the zone system." The 19th reason stated that in 1931 it was found that, "meters can be obtained without undue expense by the drivers") How much tax revenue do you think DC has lost in ever collecting from DC Taxicab Companies and drivers since 1931? Every business and consumer in this country, except for the DC Taxicab Industry, pays taxes on everything that they either buy or sell.
Judge Adkins (PUR 1932 vol C pg 17, 19) expressed that in his view that, " The zone system is only a means to exploit the labor of drivers." Now take out your crayons Mr. Madison and do your best to answer just who do you think was taking and driving DC taxicabs in this racist society at the beginning of The Depression of the early 1930's when throughout this country there were "colored restrooms" and we were decades away from the blessing and courage of Rosa Parks to refuse to give up her seat to a "white" person. Judge Adkins decision was upheld by the Appeals Court.

The "white" man has played a game on the "reporting" on the facts of this issue as well as the "address" of many other social, economic and political means to overtly oppress the predominant Afro-American people of these "United" States. I ask that you consider inviting Mayor Fenty, or DC City Council members Vincent Gray, Kwame Brown, Harry Thomas Jr, Orange or any other DC City Council member and ask just what has held them back from exercising their staff's skills or their own skills to responsibly research and address this issue. The DC Taxicab Commission will be soon releasing another very expensive "study" on the meter vs. zone system issue and my prayer is that you don't just tickle with this issue for a minute or two rather than openly and honestly exposing the inequity of the unique and very corrupt DC Taxicab Zone System.
My efort to return to serve as an Educator this year will alllow me an opportunity to measurably address the need to improve the reading, writing and Math skills of my little brothers and sisters here in DC. I will use the "articles" written by "reporters" and the many shallow "studies" on this issue by Congress, the DC City Council and the DC Taxicab Commission as examples of very unskilled research and writing for the benefit of my students.
I trust that this letter may stimulate you to begin to provide for DC residents, taxicab drivers and the millions of tourists visiting the Capital City of their country just one example of a radio and television channel that will finally try to openly and honestly addressing the little known yet undeniable facts of this issue.
